Governor of Bali Regulation No. 88 of 2008, enacted on 1 December 2008, closed the entry and the exit of rabies-carrying animals to and from Bali province. It names dogs, cats, monkeys and similar animals, and it states that every person or legal entity is prohibited from bringing them in or taking them out. It was written as a temporary measure after rabies reached the island, it sets out no exception, and it is still published as current regulation by the Bali provincial agriculture office.
That closure is the reason a Bali move needs an honest conversation before any money is spent. Rabies is still being managed on the island, so the regulation is not a formality that has quietly lapsed.

Import Eligibility for Pets
Badan Karantina Indonesia, the national quarantine agency, runs international arrivals as a registered process rather than a walk-up one. You pre-register, submit a prior notice before departure, declare the animal on arrival, and your pet is released against a release certificate once it has been inspected.
For a rabies-carrying species, which includes dogs and cats, the agency expects the vaccination record, the protective rabies antibody titer result and the veterinary certificate to travel with the animal. Those three documents are what the inspection is checked against, so they have to agree with each other exactly.

The order matters here as much as anywhere. Microchip first, so the number on the certificate matches the animal. The examination is the step with the least slack. It has to happen within 5 days of departure, which is a much tighter window than the 10 or 14 days most destinations allow.
