The Titer Is a Three Month Clock, Not a Form
Two dates decide a Turkish move, and both are measured from the blood draw rather than from your flight. Türkiye’s regulation requires an antibody titration test on a serum sample taken at least 30 days after the last rabies vaccination, at a laboratory approved by the European Union for rabies testing, showing 0.5 IU/ml or more. It then requires that sample to have been taken 3 months before the animal moves.
So the draw date sets the earliest day your pet can land. When the flight is booked first and the blood is drawn afterwards, a four month plan becomes a seven month one for no other reason than the order of two appointments.
There is better news buried in the same rule. The Turkish Ministry treats a passing result as valid for the animal’s lifetime, provided the rabies vaccination never lapses after the test date. Do this once, keep the boosters current, and you do not do it again.

Arrival Checks and Quarantine
Import Eligibility for Pets
A pet that arrives with a valid titer result is not quarantined. APHIS states the position plainly: a valid rabies titer test is required for entry, and without one a 21 day quarantine and rabies titer testing on arrival in Turkey may occur. The Turkish regulation allows animals to be held only for as long as it takes to establish that they meet the health conditions.
That is the whole trade. The test is what keeps your pet with you in a country where you have just landed and do not yet have a vet.
Puppies and kittens under 12 weeks are handled differently. APHIS describes a route where the owner declares at the Turkish border that the animal will go into a 21 day home quarantine. It is a real option, and it is slower than waiting until the animal is old enough to vaccinate and test.

Two eligibility questions get answered first. Türkiye’s diplomatic missions state that a traveler may bring 2 pets. And Turkish law names six dog breeds whose entry into the country is prohibited outright, which is worth checking before any vet appointment is booked.
Health Preparation and Documentation
The order matters more than the paperwork. The microchip goes in first, because every later document is tied to that number. The rabies vaccination follows, using an inactivated vaccine rather than a modified live one. Then, at least 30 days after that vaccination, the blood is drawn for the titer test.
The treatments and the certificate come last, close to travel. The American end is where the window is tightest: your accredited veterinarian signs the certificate within 10 days of endorsement, and APHIS endorses it no more than 2 calendar days before departure. One pet per certificate, so a two animal household needs two.

Yes. Turkish law names six breeds whose entry into the country is prohibited: the American Pitbull Terrier, American Staffordshire Terrier, American Bully, Dogo Argentino, Fila Brasileiro and Japanese Tosa. The prohibition sits in Law 5199 as amended in July 2021, and it covers bringing these dogs into the country as well as breeding and selling them. If your dog is one of these breeds, or is likely to be identified as one, that is the first thing to resolve.
Do I need an import permit for Turkey?
For a pet traveling with you, there is no import permit to apply for in advance. Türkiye’s regulation covers the non commercial movement of pet animals and treats entry as an accompanied process, handled at a designated entry point with a veterinary border control unit. An animal that is not traveling with its owner, or that is being sold or transferred, falls outside that regulation and is handled under different rules, so tell us early if your pet may need to fly unaccompanied.
How much does it cost to move a pet to Turkey?
