Panama Checks More Than Rabies
The rabies vaccination is the one everybody plans for. On this route it is the smallest part of the requirement. The USDA certificate for Panama asks your veterinarian to certify that the animals are vaccinated for distemper, parvovirus, leptospirosis and hepatitis as well, and the joint requirements published by Panama’s two responsible ministries in March 2026 set out the same list for dogs and a parallel one for cats: rabies, feline viral rhinotracheitis, calicivirus and panleukopenia.
Those requirements go further than naming the vaccines. The record has to carry the date, the brand, the batch number and the expiry for each one. A vaccination card that says “DHPP, given last spring” is not a record in that sense, and rebuilding one after the fact is slow.
The same document asks for documented internal and external parasite treatment, and for animals to arrive without fresh or healing wounds. None of this is difficult. It is simply longer than a single line, and it is the reason we start with the vaccination history rather than with the flight.
Two Ministries, Two Counters at Tocumen
The Four Month Floor
Panama splits the work between two ministries and your pet meets both at Tocumen. MIDA, the agriculture ministry, issues the zoosanitary license and carries out its veterinary inspection. MINSA, the health ministry, handles the entry itself, its own veterinary inspection, and the quarantine authorization through its zoonosis control department.
The quarantine is at your own address rather than in a facility, and it is applied for before you travel. The request goes by email to MINSA’s zoonosis department with a scanned copy of the health certificate and your arrival details: date, time, flight number and airline. APHIS says to send it at least 3 days ahead; Panama’s own joint requirements say 3 to 5 business days. We work to the longer figure.
Opening hours are worth knowing before you book. In the March 2026 requirements MIDA is listed as operating 24 hours at Tocumen and MINSA from 7am to 10pm daily. An arrival outside those hours is an arrival where one of the two counters your pet needs is closed.
Before scheduling vet steps or flights, we check one thing that ends some plans outright.
Panama requires rabies vaccination from 3 months of age, and requires 30 days to have passed since that first vaccination. APHIS spells out what those two conditions mean together: animals under 4 months of age are not allowed. There is no waiver and no paperwork route around it. A family moving with an eight week old puppy is not moving with that puppy yet, and it is much better to know in week one than in week six.
Health Preparation and Documentation
The order has one unusual step in it. Your USDA accredited veterinarian examines the animal and completes the certificate, APHIS endorses it through VEHCS, and then a Panamanian consulate stamps and signs the endorsed certificate. That stamp goes on after the endorsement, not before, and the certificate is not complete without it. Where there is no Panamanian consular office in your state, APHIS points to the US State Department’s Office of Authentications instead. Panama has accepted apostilles since 1991, which is what makes that alternative possible.
The endorsed certificate prints straight out of VEHCS and does not have to be mailed back, so the consular step is the only physical one.

Plan on 4 to 8 weeks. The paperwork itself is quick. What stretches the schedule is the vaccination audit at the front, because a lapsed booster cannot be backdated and a first rabies dose needs 30 days behind it before your pet can travel at all.
The sequence we work to:
